Angela N. Liang is the founder of Liang Mediation & Consulting, Inc., a practice devoted to helping parties resolve disputes voluntarily, creatively, and as amicably as possible.  An attorney mediator with more than 25 years of experience, Angela believes that mediation—not litigation—is the most efficient and cost-effective path toward closure and peace of mind after conflict.  Angela is known for being patient, calm, and empathetic while also having the ability to resolve contentious conflicts quickly and impartially.  She combines practical legal knowledge with compassionate and effective mediation techniques that prioritize constructive outcomes for long-term stability.

Prior to starting Liang Mediation & Consulting, Inc., Angela dedicated her career to public service, which she began over 26 years ago through the prestigious U.S. Attorney General’s Honors Program. She served as a trial attorney in the U.S. Department of Justice (DOJ), Civil Rights Division, where she helped enforce the Americans with Disabilities Act to ensure equal access for people with disabilities.  She also worked in the DOJ’s Office of Immigration Litigation, litigating and mediating a voluminous docket of cases, filing approximately one appellate brief per week in the U.S. Courts of Appeals.  She then joined the U.S. Department of Homeland Security’s U.S. Citizenship and Immigration Services, Administrative Appeals Office, as a neutral adjudicator where she issued written decisions for approximately 2,000 cases.  She earned multiple awards for the quality of her written decisions and became widely recognized for her expertise in legal writing.

Most recently, she served as Senior Advisor, where, in addition to providing high-level guidance on immigration matters, she revamped and modernized the office’s approach to legal writing. She developed a wide range of materials, many from scratch, including standard operating procedures, jurisdiction-specific legal blurbs and citations, templates, a Style Guide, training manuals, and legal reference guides. She also designed and delivered a week-long comprehensive legal writing program for writers, paired with a separate training for supervisors, followed by monthly workshops and individualized coaching sessions, helping dozens of attorneys strengthen and elevate their legal writing skills.  

Angela earned her Bachelor of Arts in Psychology from the University of California at Berkeley, her Juris Doctor from the University of Maryland Carey School of Law, and her internationally recognized mediation certification from Phoenix Dispute Solutions.  She was a judicial law clerk to the Honorable Andrew L. Sonner of the Maryland Court of Special Appeals (now the Appellate Court of Maryland).  She is a member of the U.S. Supreme Court Bar, the U.S. Courts of Appeals, Maryland, and the District of Columbia.  She is a Member of the Maryland State Bar Association, the American Bar Association, the Chartered Institute of Arbitrators, and the International Mediation Institute.
